Secret Code in EPF check cracked

As you know, last June the PSA was destroyed and the EPF took its place. Well, As you may have noticed, the paychecks have 2 secret codes on them. I have found a picture of the old PSA code cracker, and have deciphered the code.

Here is the code cracker:

And here is the first code:

It says "From the office of the Director"

And The second code:

it says "Elite Penguin Force"

Also, if you look on the Clock Tower close to the bottom, there is also a PSA code:

It says "By G"
